Description of Work:
K.B.Foster Civil Engineering, Inc. prepared the topographic and boundary survey, plans, specifications, and engineer’s estimate for public and construction of the project. K.B.Foster Civil Engineering, Inc. processed all permit approvals including TRPA, Cal trans, and Placer County. K.B.Foster Civil Engineering, Inc. provided complete construction management services. The project provided improved public access, day use amenities and parking facilities for lake access and recreation in Carnelian Bay.

Phase 1 of the project included SEZ restoration, drainage improvements, storm water quality improvements, landscaping, walkways, benches, picnic facilities, interpretive signage, a public restroom, parking and circulation improvements, and highway improvements. Phase 1 began construction in 1997.

Phase 2 of the project included SEZ restoration, drainage improvements, storm water quality improvements, landscaping, walkways (including an elevated wooden walkway through the restored SEZ, benches, picnic facilities, interpretive signage, a public restroom and concession/restaurant building, parking and circulation improvements, and highway improvements. Phase 2 construction was completed in 1999.

Phase 3 of the project included SEZ restoration, drainage improvements, storm water quality improvements, landscaping, walkways, and highway improvements. Phase 3 of the project also included creating a Wildlife Crossing underneath Highway 28 to allow fish and other aquatic wildlife access to and from the Lake to the restored SEZ area of the original Carnelian Creek. Phase 3 was completed in 2000.
