Description of Work:
The project included construction of highway and storm water quality improvements. The highway improvements included curb, gutter, sidewalk, parking and access improvements. The stormwater quality improvements included an area wide stormwater conveyance and treatment system that collected conveyed and treated stormwater from the highway and adjacent private property.
K.B.Foster Civil Engineering, Inc. prepared the Caltrans Project Report, Draft and Final Subsequent EIR/EIS, High Risk Utility Relocation Report, boundary survey, aerial topographic survey, preliminary alternative plans and report. K.B. Foster processed project approvals for the project from TRPA, Caltrans, California Regional Water Quality Control – Lahontan Region, Placer County. K.B.Foster Civil Engineering, Inc. also prepared the final plans, specifications, and estimate for public bidding and construction of the project. K.B.Foster Civil Engineering, Inc. provided construction management assistance to Placer County.
Highway improvements included converting diagonal parking to parallel parking and installing a bike lane. Intensive agency coordination with TRPA, Placer County, Lahontan, California Tahoe Conservancy and Caltrans was necessary. Public involvement was a major component of the project. This project is completed and recently won an Award of Design Excellence from the Tahoe Regional Planning Agency.
